Numbers 23:19 says, 'God is not a man, that he should lie, Neither the son of man, that he should repent: Hath he said, and will he not do it? Or hath he spoken, and will he not make it good.
The LORD, speaking of himself as "God, and not man," mentions as the special point in which he is above and beyond man, that he has greater grace, greater long-suffering, and greater willingness to forgive: "I will not return to destroy Ephraim: for I am God, and not man."
